Over the last year, new television studios were constructed in Burnsville and Eagan, community event coverage has expanded and PEG channels have added new programming through partnerships with area school districts. At the same time, the City of Burnsville was able to cut the budget for community programming by over $100,000 by creating Burnsville Community Television.
Burnsville Community Television (BCTV) was created as a result of budgetary strain and the need to relocate studios due to an expiring lease. As a result, Burnsville forged a partnership with Independent School District 191 and worked cooperatively on construction of a new studio facility at Burnsville High School. Eagan found a corporate partner in Thomson Reuters and the cities agreed to share the mobile production van and six PEG channels going forward.
Earlier this year, the City and School District 191 were awarded a Minnesota Local Government Innovation Award for increasing efficiency and cost effectiveness, an award presented annually by the University of Minnesota’s Humphrey Institute for Public Affairs in partnership with the Association of Minnesota Counties (AMC), the League of Minnesota Cities (LMC), and the Minnesota School Boards Association (MSBA).
The studio at Burnsville High School Studio includes a 976 square foot studio, oversized control room, three IMAC editing stations with Final Cut Express, set storage, and equipment check out area. Equipment in the studio was installed by Alpha Video in 2009. The space was designed by Wold Architects in cooperation with city and school staff with audio visual design by Elert and Associates. The space features a Broadcast Pix 2100 control center, 3 Canon XG H1 Cameras, Lowel Flo-Tec Dimmable Lighting and three set areas, including a large Green Wall with hard cyc. A new master control was also established in the Data Center at City Hall utilizing Tightrope Media Systems with all content generated from an SX4 server.
Programming that is generated in the studio includes a weekly "newsmakers” style program done in cooperation with a local newspaper, Council Action, a recap of city council meetings and Minnesota High School Quiz Bowl. Work continues on developing new public access and school programming.
