Eagan’s Tom Garrison to Retire
After a nearly 40-year career in communications, Eagan Communications Director Tom Garrison will retire on October 4. Tom’s impressive contributions in telecommunications and broadband have had impacts at both the state and local levels.
Tom helped with legislation that led to the creation of the Minnesota High Speed Broadband Task Force in 2008. Appointed as a representative of Minnesota cities, Tom served a two-year term on the inaugural task force whose recommendations led to the creation of the Minnesota Office of Broadband. Tom has also been a longtime member of the League of Minnesota Cities’ Telecommunications Task Force.
Tom began as Eagan’s first communications director in May 2002. During his career at Eagan, he negotiated two cable franchises. Tom created and has been the City’s liaison to the Eagan Technology Working Group since 2004, mapping where fiber is installed, advocating for higher broadband speeds and helping establish a nearly 40-mile fiber backbone known as AccessEagan that has helped attract a Tier III data center and carrier hotel known as DataBank to strengthen regional connectivity.
Tom was also instrumental in Eagan’s partnership with Thomson Reuters that resulted in the formation of Eagan Television – a partnership that was recognized by the Humphrey Institute in 2009-2010 with a Local Government Innovation Award.
During his long career, Tom was a radio reporter for one year, a television reporter for 12 years in four markets, including eight years at KSTP TV, and editor of two magazines (Minnesota Technology and then the University of Minnesota Alumni Magazine known as MINNESOTA).
“I have had a lot of fun working with so many great colleagues,” Tom said. “Now I’m going to spend time with my two grandkids and on fun stuff I have always wanted to do, and if that isn’t enough to keep me busy, I’m also an ordained Episcopal priest serving a local congregation.”
Congratulations, Tom! Enjoy your retirement!
Here today, gone to Maui – Reg Dunlap announces retirement
Reg Dunlap, Civic TV Coordinator for the City of St. Louis Park, has announced his retirement effective July 31, 2018. Reg has been with the city since July 1988, and in that time he has contributed a great deal not only to St. Louis Park but to the metro community television industry as a whole.
Reg organized the Minnesota Government Access Producers (MGAP) in 1994 and chaired it for 15 years, creating opportunities for producers to share information and tour city halls. He served two terms on MACTA, ending his most recent term as treasurer in November 2017.
Reg led the way for St. Louis Park to be among the first cities to stream local cable channels, upload television programs online and transition to HD programming. In addition to recording hundreds of public meetings, candidate forums and special events and producing three long-running news programs, Reg served as franchise officer for the city’s cable television providers and has been liaison to the city’s Telecommunications Advisory Commissions since 1996.
While Reg is here today, but “gone to Maui,” we wish him a wonderful retirement of tennis, travel and other tropical leisure pursuits in his happy place of Maui. Congratulations, Reg! Enjoy your retirement!

The 2018 Minnesota Association of Government Communicators honored two MACTA members with prestigious awards.
Jacque Larson Named MAGC’s Communicator of the Year
Jacque Larson was named Communicator of the Year by the Minnesota Association of Government Communicators (MAGC) at the organization’s Northern Lights Awards ceremony on May 17. She is the Communications and Marketing Manager for the City of St. Louis Park and an officer on the MACTA board.
Jacque’s communications career spans 25 years with 14 of those years in local government. A strategic thinker who provides sound advice, Jacque is highly skilled in media and public relations, marketing and crisis communications.
Jacque was recognized for her commitment and dedication to excellence in communications throughout 2017. A few highlights of her work include collaborating with the St. Louis Park Emergency Program and all City departments on the Canadian Pacific Railroad Holiday Train visit; coordinating marketing on human trafficking training for rental properties around the Super Bowl and participating in two years of Advancing Racial Equity Training with the Government Alliance on Racial Equity.
Those who nominated her for the award described Jacque as highly motivated and creative, and an outstanding leader. They noted how she is greatly respected and admired by her peers, her staff and the city leaders and elected officials she serves with.
“The leadership, courage to engage challenges, and excellence displayed by Jacque is long term and widely recognized,” said St. Louis Park CIO Clint Pires. “Though I have had the honor to work with many excellent colleagues, I have not had the honor to work so closely with such a consummate and committed professional in my 45-year career.”
Cor Wilson Receives Lifetime Achievement Award from MAGC
Cor Wilson was honored with MAGC’s Lifetime Achievement Award. Cor is retiring this year following a storied career in local government spanning almost 40 years.
For the past 27 years, she has been the Executive Director of the North Suburban Communications Commission, a municipal joint powers commission comprising of nine member cities in the Roseville area. As the Executive Director, she was responsible for cable franchise administration, cable rate regulation, and Institutional Network development and oversight. Simultaneously, Cor served as Executive Director of CTV North Suburbs, a nonprofit organization involved in community media, charged with programming the area's Access Channels. As the Executive Director, she helped build a leading access television facility in the Roseville area. She also was a leading cable television regulator.
Cor graduated from the University of Illinois, where she studied music, history, French and psychology. Cor began her career in communications in Ohio, where she worked for the City of Dayton for over six years and the Miami Valley Cable Council for seven years.
Cor represented local government interests on a national level, as President of NATOA, an organization that specializes in local government telecommunications issues. She continued to lead NATOA as an active member on its Legal and Policy Committee, which helps to formulate national policy for local governments. A highlight of her work with NATOA was testifying before Congress in 2005 on an important issue for local governments. Her work with NATOA helped Cor bring national expertise and experience to her decision makers. It also helped Minnesota local governments influence policy at the FCC. Cor was named a lifetime member of NATOA and has been a member of NATOA for 36 years.
Cor was also the President of MACTA, a regional organization representing the interests of local governments in telecommunications matters. Through Cor's efforts at both MACTA and NATOA, she has helped to coordinate efforts with the National League of Cities and the Minnesota League of Cities on national and regional telecommunications issues affecting local governments. Cor has also been a mentor to countless local government officials and fellow executive directors.
Submitted by Michael R. Bradley, Bradley Berkland Hagen & Herbst, LLC who nominated Cor for the award.
Communications Committee Welcomes New Chair, Member
Marty Doll, who has served on the MACTA Board of Directors since 2013, has agreed to take on the role of chair of MACTA’s Communications Committee, as previous chair Janine Hill transitions to president of the MACTA Board. Marty, who is a long-time Communications Committee member and designer and chief coordinator of MACTA’s e-Brief, is the Communications Coordinator for the City of Burnsville and oversees Burnsville Community Television. Thank you, Marty!
Jacque Larson, Communications and Marketing Manager for the City of St. Louis Park and a current MACTA PEG Committee member, joined the communications committee in August. Jacque joined the City of St. Louis Park in May 2015, leading a division that includes ParkTV staff. Welcome, Jacque!
“Involvement in MACTA through committee participation and conference attendance has been invaluable to me as I’ve been learning about the world of community television,” Larson said. “I look forward to giving back to the organization by adding the communications committee to my list of volunteer activities.”
Lori Pulkrabek is the third member of the communications committee; Janine Hill will also provide some guidance in the coming months.
The communications committee is continuing work on its goals for 2017, including a member survey that will be sent out this fall, continuing to enhance the e-Brief and working with the membership committee on member engagement and marketing MACTA benefits, among other items.
At the beginning of next month, after four decades of public service, MACTA President Mike Reardon will retire. His leadership with MACTA is extensive, serving on the board of directors during two different timeframes: from 1989 to 1993 and from 2007 to the present. During that time he was president for nine years.
With 30 years of cable franchise, telecom and broadband administration and video programming experience, he also has an impressive resume. Reardon has been the Cable Communications Officer for the City of Saint Paul since 2005. He is also a past president and board member of NATOA and served on the State of Minnesota’s Ultra High-Speed Broadband Task Force, the League of Minnesota Cities’ Telecomunications Task Force and Improving Local Economies Policy Committee, and the City of Lakeville’s Cable Board.
But according to Reardon, relationships are far more important to him than anything he has accomplished on the job.
“I will really miss the people,” he said. “All of the great people that I have had the opportunity to work with.”
After his first almost 10 years working in local government, primarily in housing and community development, he embarked on what he thought was going to be a career change. Reardon attended Brown Institute, intending to be a sports broadcaster, but his career path took a different turn. During an internship at Burnsville-Eagan Access Television he became the first cablecaster for City of Eagan meetings. The rest, they say, is history.
Two things come to mind when he thinks about what has changed over the years. First is technology, as he reminisces about the ¾-inch tape decks and the back-breaking 75-pound bag of equipment he carried on shoots. He also recalls changes in cable franchising and how local governments used to have a major say in cable operations, such as the ability to regulate rates.
Reardon is extremely pleased and proud that MACTA is still relevant. Having just held its 34th annual conference, he said the organization is as strong as it’s ever been.
“We are not just cable any more, but still serve a purpose,” he said. “MACTA has dealt with broadband, small cells and telecommunications.”
Reardon said he hopes there is a continued need for MACTA for years to come.
“I’m certain the organization will continue to look for opportunities to stay relevant and to help get messages out to the community to make people’s lives better,” he said. “I like the idea of being a public servant because the lives we impact are most important to me. And I’m really proud of the MACTA board and their hard work to make MACTA a success.”
So, what’s next for Reardon?
“Honestly, I don’t have any plans. As of July 1, I am going to wake up and see what happens,” he said “I’m excited to get to do whatever I want to do.”
Congratulations on your retirement, Mike Reardon, and on a job well done!
MACTA would like to congratulate Martin Ludden on being hired as the new Executive Director for Saint Paul Neighborhood Network (SPNN).
Martin began his new role on April 10, 2017. You may recognize his name, because he recently managed government affairs and community investment for Comcast-Twin Cities. Prior work experiences include positions with U.S. Senator Amy Klobuchar and the U.S. Department of Veterans Affairs, among others.
A lifelong Saint Paul resident, Martin is excited to bring his leadership skills, and passion for digital literacy and community building to SPNN.
Champlin Park High School made it to the 4A Boys State Basketball Tournament last month, and Quad Cities Community Television (QCTV) was there to cover their games! In the quarterfinal game against Chaska, Champlin Park made a 3-point buzzer beater for a 53-50 win. QCTV’s coverage of this incredible play earned the #1 spot on ESPN’s SportsCenter Top 10 Plays of the Night on March 22!
Click here to watch the buzzer beater.
MACTA would like to congratulate Tim Klausler on being hired as Cable Coordinator for the Apple Valley, Farmington & Rosemount Cable Commission. Tim replaces Mark Moore, who recently retired.
Tim will work with three television providers serving approximately 100,000 residences. He has more than 20 years of experience working in the industry, with the past 11+ years at the City of Lakeville as a Video and Technology Specialist. There, he was recognized for his work with several Telly and Upper Midwest Emmy awards.
“I’m proud of all the accomplishments and awards working with Jim Schiffman at Lakeville over the past 11 years, but I am excited with the challenge of moving to a bigger organization,” Tim said. “I am also looking forward for a second time being able to upgrade a facility from SD to being all HD.” - Congratulations Tim!
MACTA would also like to congratulate Mark Martinez on being hired as the new administrator for the South Washington County Telecommunications Commission (SWCTC). Mark replaces Fran Hemmesch who also recently retired after 32 years with the commission.
SWCTC provides franchising oversight for the cities of Woodbury, Cottage Grove, St. Paul Park, Newport and Grey Cloud Island Township.
Mark, a native of Southern California, had been the Community Cable Access Coordinator for the City of New Ulm, Minn. He also has more than 15 years of experience leading audio and video teams in New York City, Los Angeles and Minnesota.
“It’s a great honor to succeed Fran Hemmesch and lead the SWCTC team,” Mark said. “Fran’s work and our staff have a built an organization that is well positioned for the future. I look forward to working strategically with our member cities, cable providers and staff to achieve the best work of our careers" - Congratulations Mark!
2017 may become the year of MACTA member retirements. In last month’s e-Brief we noted Mark Moore’s retirement after devoting 28 years to local government and cable television. Well, this month, Fran Hemmesch, who was South Washington County Telecommunications Commission’s (SWCTC) first hire in 1985, will be hanging up her administrator hat after 32 years!
Fran has been a familiar face to many MACTA members, both at our conferences and events, as well as serving on our Board of Directors.
When Fran was asked about her thoughts upon retirement, she noted, “I am very fortunate to have had a job that I loved coming to for 32 years. I will miss it, but I am looking forward to having time to do other things.”
There will be a retirement party for Fran on Monday, Feb. 27 from 5-8 p.m. at the River Oaks Golf Course & Event Center (11099 U.S. Hwy 61, Cottage Grove).
Congratulations Fran … and may you enjoy having the time now to do other things!
Mark Moore is retiring after nearly 28 years of local government PEG/franchising employment. Since, December 1999, Mark has served as the cable coordinator for the cities of Apple Valley, Farmington and Rosemount and its tri-city cable commission. When he started that position, Mark said that Apple Valley was televising their meetings with what was basically a security camera system. He was mandated from the commission to upgrade Apple Valley, get both Farmington and Rosemount on TV, and create a professional operation. Within a year, they entered the 20th century providing full cable production services to the three cities, and over the past 2 years they have been transitioning to the 21st century with HD. Prior to this, he worked for the City of Saint Paul as a video producer for almost eleven years. He also has received several production awards over the years.
For a lot of us MACTA folks, we will remember Mark for his contributions to MACTA. He served as MACTA’s president from 2010 to 2011 and on the board from 2006 to 2013.
When asked what he will miss most, Mark said, “All of the great people I’ve met and worked with, but more importantly became my friends.”
There will be a celebration of Mark’s retirement on Friday, January 27, at 2 p.m. at the Apple Valley Municipal Center.
Happy trails Mark!
The MACTA Board of Directors held its all-day planning retreat on Dec. 16. The day was an opportunity to review accomplishments and end-of-year reports as well as formulate goals for the coming year.
Board members reviewed MACTA’s operating budget and discussed outreach and recruitment of new members for 2017. Plans were made to hold another “Day at the Capitol” event in February and the annual conference was set for June. The board also added to its list another member survey to be conducted in fall of next year. The board made committee assignments and elected its officers: Mike Reardon, President; Janine Hill, Vice President; Reg Dunlap, Treasurer and Karen George, Secretary.
Lobbyist Joe Bagnoli also provided a legislative summary for 2016 and presented on what’s in store for 2017. A copy of that summary as well as more information on the MACTA Board’s goals for 2017 will be available in January.
Mike Johnson, Executive Director of the Northwest Suburbs Cable Communications Commission and Executive Director and General Manager of Northwest Community Television is currently seeking election to the NATOA board of directors.
Johnson, a two-time MACTA board member, is responsible for cable/broadband franchise enforcement and franchising activity for the joint powers cable commission of nine municipalities with a combined service area population of approximately 330,000. He has 36 years of experience in cable/broadband franchising and local community programming.
“Mike Johnson would bring years of experience and knowledge to the NATOA board and would do a wonderful job serving in this capacity,” MACTA President Mike Reardon said. “It would also be great to have representation from Minnesota working hard for our members’ national interests.”
If elected to the NATOA board of directors, Johnson said his objectives would be to focus on member outreach and growing membership, develop a vision statement for NATOA as a roadmap for the future and disseminate information to stakeholders in new and improved ways.
“I want to serve because I believe strongly that I can bring ideas to the table. I am very positive and reliable and enjoy serving,” Johnson said. “My dual job role as an executive director of a cable commission and executive director and general manager of a large nonprofit PEG operation is very unique, but years of experience means nothing if you do not have the passion for what you do.”
On June 30, NATOA members were emailed electronic voting information and may cast their votes for board members through August 5. Please call NATOA Headquarters at 703-519-8035 with questions about voting.
Mike Owens, who had a long history of association with cable television in the south metro area, recently passed away. Mike was initially introduced to Burnsville/Eagan Community Television (BECT) when he staffed Cable TV North Central’s (Comcast) customer service office, which was housed in the same building as BECT.
Mike became a BECT staff producer and trainer, including hosting “Access to Democracy.” However, it was his love of fishing that led him to be the public access producer and a long running stint as host of the very popular shows, “The O Zone” and “Minnesota Fishing Guys.” Mike, you will be missed.
On Sept. 11, MACTA’s very own Jodie Miller, Executive Director of Northern Dakota County Cable Communications Commission (NDC4) and Town Square TV, started her term as NATOA President. As most of you know, Jodie has been a very active member of MACTA for more than 20 years, including serving as a past board member and president, and co-chairing MACTA’s Legislative Committee with Mike Reardon.
As NATOA President, Jodie hit the ground running when she was invited to the White House to attend a Sept. 21 “closed-door discussion on broadband deployment and use” by the National Economic Council and the Office of Science and Technology Policy, in partnership with the National Telecommunications and Information Administration and the U.S. Department of Agriculture’s Rural Utility Service. Danna Mackenzie, Director of the Minnesota Office of Broadband Development, was also invited to the event.
Jodie is the fourth MACTA member to have served as a NATOA President, starting with Linda Camp (City of St. Paul) in the mid-1980s; Mike Reardon (Cities of Burnsville and Eagan) 1995-96; and Coralie Wilson (North Suburban Cable Communications Commission & CTV) 2003-2005. Congratulations Jodie on your presidency! NATOA, and MACTA, are in good hands!

The Town Square Television “family” is grieving the loss of our friend and colleague Mark DeJoy. Mark should have been sitting in his usual chair in our studio last night, along with co-hosts Mayor Beth Baumann and Matt Wallace and roving reporter Shirley Pike, presenting our LIVE local election results to our community.
Sadly, Mark passed away this past weekend. With great difficulty our staff and volunteers pulled together to put out a program worthy of Mark’s tribute. In the words of Inver Grove Heights volunteer Mark Bitner, “You [We] did a great job of bringing our extended "Cable Family" together and helped us deliver a successful production in Mark's memory.”
Mark will be remembered by our staff, volunteers, board and commission members, community leaders, residents, and businesses as the face of local news and local community television in Northern Dakota County. He was an award-winning producer with multiple national NATOA GPA First Place Awards, Midwest Regional Emmy Nominations, and many other citations of his talents.
Mark worked as Production Coordinator at Town Square Television since 2001. He also co-produced a successful aviation program called The Flightline. In his almost-30-year television career he was equally accomplished both in front of and behind the camera as a host, reporter, producer, writer, videographer and editor. In recent years he became the brilliant unofficial tech support expert on all things techy, relating to video file formats, transfers, conversions, cloud storage, uploads, downloads, and social media.
His primary regular project at Town Square Television was co-producing and hosting the monthly news magazine program Insight 7. In addition, he produced and hosted many video programs and events for Town Square Television and our clients.
He was proud of the hour-long documentary on Romanian immigration to South St. Paul, A Thousand Dollars and Back, that was viewed by a sell-out crowd at its world premiere showing in late September. In the words of the project manager and local genealogy expert Vicki Albu, ”Mark was THE reason our Romanian immigration video turned out to be stellar. Condolences to his family, friends and coworkers on the loss of one phenomenally talented, funny and nice guy. He will be missed.”
Mark was known by co-workers and clients for his incredible efficiency and speed on productions, his high standard of work, and of course, his sharp wit and goofy sense of humor. He could be serious about meeting deadlines and producing quality shows while having fun in the workplace and keeping everyone smiling. The quantity and quality of his workplace pranks were second to none.
Mark will be dearly missed by co-workers who became close friends over his 13 years at Town Square Television.

"Dig Me Out"
City of Saint Paul
Mike Reardon
Saint Paul has more than 7,000 hydrants and the Saint Paul Fire Department regularly asks for the public’s help in digging a clear path around hydrants after each snowfall. I was familiar with other PSAs that conveyed this message is a more straightforward manner with firefighters or officials making a direct plea to the audience, but I wanted to make something that was eye-catching and memorable. Along with the firefighters, why not have the hydrant itself ask for help? That idea led to the development of the hydrant costume and the talking hydrant – the “star” of “Dig Me Out.”

Surviving Domestic Violence
City of Saint Paul
Mike Reardon
Our office was asked to produce a video roll-in for the St. Paul Police Ball/Fundraiser. This year’s topic or theme was Domestic Violence. While I worked with the police department and Saint Paul Intervention to produce a video for the event I also wanted one for the general public. The video for the event had to be shorter than the one for the public and it also had the Police Chief asking for donations, i.e., thus the fundraiser portion of the event. I produced a second, slightly longer version and without the Chief’s solicitation, which is the one being submitted. The purpose of the video is to bring awareness of domestic violence and the role the Saint Paul Police Department plays as well as other agencies.

It is with great sadness that we acknowledge that the Ramsey-Washington Suburban Cable Commission lost one of its long-time commissioners when George Rouse passed away earlier this year. George represented White Bear Lake Township and had served on the commission since its early days of operation. MACTA extends to the Rouse family and George’s friends and colleagues our deepest sympathy of his passing.
Terry O’Connell, Quad Cities TV’s only executive director since its establishment in 1984, retired last year and is now enjoying himself playing golf in sunny Arizona during the winter months and in his home in St. Cloud during the summer. Quad Cities TV serves the communities of Andover, Anoka, Champlin and Ramsey.
Greg Moore, Executive Director for the Northwest Community TV (NWCT) retired at the end of 2012, after being the only executive director NWCC experienced since its inception in 1983. Like many other retired folks, Greg is now working part-time as a consultant and enjoying his time with family and grandchildren. NWCT serves nine northwest Twin Cities communities.
Ann Higgins, who was with the League of MN Cities for 32 years, and who served as its liaison with MACTA on all matters pertaining to cable, telecom and broadband since MACTA’s inception retired in January of this year. View her announcement from LMC.
Karen George, with the communications department at Anoka-Hennepin County School District since 1995, replaced Terry O’Connell at QCTV as its new director. If the name sounds familiar, Karen served as SPNN’s executive director prior to going to the school district and has been in the "cable biz” since the mid-80’s.
Mike Johnson, who served as Greg Moore’s right hand as NWCT’s assistant executive director since 1985, took over the reins at NWCT upon Moore’s retirement.
Laura Ziegler has taken on Ann Higgins’ responsibilities in the matters of cable, etc., and will be working closely with MACTA as both organizations move forward on legislative issues. It should be noted that Laura is one of three recent hires by LMC to replace Ann. Just shows how much she was doing all those years.
Chad Johnston started on March 25th, as Saint Paul Neighborhood Network’s (SPNN) new executive director. Chad replaces Mike Wassenaar, who left SPNN and Minnesota for new opportunities in Washington D.C. early this year. Chad comes to us from The People’s Channel in Durham N.C. where he has served as its director since 2004. Wassenaar, was hired by the Free Press and will be overseeing fundraising for the organization.
Congratulations to the retired and the newly hired!
