City of Bloomington (BCIT and BCAT)

The City of Bloomington’s award-winning Communications Division carries out many of the City’s communications functions, including cable television programming. Bloomington City Information Television (BCIT) provides public information about government and community programs, services, events and issues. Bloomington Community Access Television (BCAT) offers a public access cable TV forum.

BCIT is aired on The Bloomington Channel 14, a cooperative effort of the City, school district, and public access. BCIT, which averages approximately 150 programs per year, has received local, state and national awards for its work over the years.

Productions include "Bloomington Today,” a weekly news magazine show that provides up-to-date information on Bloomington council action, city services, local development and other governmental issues, and "Roll Call,” a weekly police report produced by the Bloomington Police Department that features the latest on burglary, theft, vandalism and arrests in the city. Communications staff also produce a variety of special video productions each year. City Council and Planning Commission meetings are broadcast live on BCIT and through on-demand video streaming on the City’s website.

Bloomington Community Access Television (BCAT), which airs on Channel 16, allows individuals and organizations to learn the basics of television production and work independently, or with other members, to create television shows. To date, 16 internal series are being produced by 86 active members and 16 sponsors are submitting shows from other community television stations. In addition, BCAT has already gained 15 new members the first quarter of 2009.

BCIT and BCAT share a studio, which saves space and resources. Bloomington’s facility features four, touch-screen controlled robotic cameras and a studio control room in the Council Chambers along with three robotic cameras in the studio. For editing, BCIT uses two Avid Media Composers. In addition, two Final Cut Pro edit suites are available to BCAT members.
