Welcome to MACTA
The Minnesota Association of Community Telecommunications Administrators (MACTA) is a statewide professional organization of city representatives and staff, as well as a state chapter of NATOA. MACTA maintains a strong cohesive network which speaks, advocates, provides conferences and shares information with and for cities and their residents.

We work for our constituencies in the following areas:

  • The Regulation of Cable Television
  • Cities' "Rights-of-Way" Authority
  • The Administration of Cable Television Franchises
  • Advocacy & Voice of Cities for Improved Telecommunications at the State & Federal Level
  • Promote & Support Government Uses of Cable Television Including Community Programming

CAP Act Information Template

In a few weeks, we anticipate that the Community Access Preservation Act (“CAP Act”) will be reintroduced in Congress.    The CAP Act responds to four immediate threats to our funding and those of public, educational and governmental cable channels around the country:
·         It amends the Communications Act so that franchise fees may be used to support basic operational costs, including employee salaries;
·         It reaffirms the principles of the Communications Act that cable providers should not discriminate against us and should treat us the same as other local broadcast channels;
·         It promotes the preservation of public, educational and governmental channels and ongoing funding from cable providers for local programming and
·         It amends the Communications Act to treat wireless providers the same as cable providers where support and carriage of local access centers areconcerned.
